UPDATE: HR 4213 Gains 60 Votes Support BUT Does Not Include Housing Provisions

(Updated Information July 20, 2010) The Senate is now on the verge of passing H.R. 4213, which among its many provisions had once included $1B in funding for the National Housing Trust Fund (NHTF) and the extension of the 9 percent Low Income Housing Tax Credit (LIHTC) exchange program.

Both provisions are now NOT part of the final legislation being voted upon today in the Senate. According to our advocates in Washington DC, we are hoping to see the Senate reconsider adding these provisions within another bill next week.

Senate Stalls On HR 4213

(from A.C.T.I.O.N) The Senate failed in its efforts to advance H.R. 4213, which among its many provisions included the extension of the 9 percent Low Income Housing Tax Credit (LIHTC) exchange program, the GO Zone LIHTC placed in service deadline, the LIHTC exchange program to apply to disaster LIHTC, and the New Markets Tax Credit (NMTC) program and allowing the NMTC to be taken against alternative minimum tax.

Capitol Watch: Prospects Dim for Action on Extender Bill Before Fourth of July Recess

(UPDATE) Senate leaders introduced another pared-down version of H.R. 4213, the American Jobs and Closing Tax Loopholes Act of 2010 (the extender bill), on Thursday, June 24. Funding for the National Housing Trust Fund and the several Low Income Housing Tax Credit provisions remained in the bill. Unfortunately, another cloture vote on June 24 failed 57-41, signaling that even the new version would not attract the 60 votes required to move the bill forward. Most likely the bill will not be taken up again until after the July 4 recess.

(from Memo to Members from the National Low Income Housing Coalition) After another week of "slimming" and trimming H.R. 4213, the American Jobs and Closing Tax Loopholes Act of 2010, the Senate leadership still had not garnered the 60 votes needed to pass the bill by week's end. After reducing the cost of the overall bill, Majority Leader Harry Reid (D-NV) called for a cloture vote on Thursday, June 17. The vote failed 56-40. As business closed on Friday, the Senate passed a short-term fix to prevent cuts to Medicare payments to doctors as a stand-alone bill.

(from the National Low Income Housing Coalition) Today, the U.S. House of Representatives passed a bill (H.R. 4213) that includes $1.065 billion for the National Housing Trust Fund. This was a hard fought victory that was only possible because you made sure that Members of the House knew how important the National Housing Trust Fund is to your communities. Thank you.

Senate Bill 375 or SB 375 (Senator Darrell Steinberg) was built on California's 2006 climate change law (AB 32) and the "regional blueprint plan" developed in the Sacramento region. The new law's core provision is a requirement for regional transportation agencies to develop a "Sustainable Communities Strategy" in order to reduce greenhouse gas emissions from driving. The Sustainable Communities Strategy (SCS) is one component of the existing Regional Transportation Plan.
