Background:

Last February, CHC held similar forums regarding Prop 1C’s money for infill development.  Because of the input and unified voice from our diverse membership, CHC’s resulting policy position was adopted, almost in its entirety, in the enabling legislation.  During last week’s Policy Taskforce call it was decided holding roundtables similar to the ones held in February would make sense in order to craft CHC’s position on the TOD money.

The California Department of Housing and Community Development (HCD) released its proposed guidelines for administering the $300MM in Transit-Oriented Development (TOD) money earlier this month.  They will be holding stakeholder meetings in four locations across the state over the coming weeks to solicit comments on the proposal.  HCD will also be accepting written feedback until September 10th.  More details and the dates and locations of the HCD forums are below.

Simultaneously to HCD’s development of its guidelines, Assembly Member Karen Bass introduced a legislative proposal for the administration of the TOD funding.  This bill AB 1091 is still working its way through the legislature.  For your reference the legislative analysis of AB 1091 is attached.
