HCD Infill Infrastructure Notice of Funding Available Released

This afternoon the Department of Housing and Community Development (HCD) has released the $240MM Notice of Affordability for the Infill Set-Aside of PROP 1C.  You may download the Department’s explanatory memo, the Final Infill Guidelines, and the NOFA itself at:  http://www.hcd.ca.gov/fa/iig/ .

HCD will host workshops for those considering making an application by the April 4 deadline – March 5 (Los Angeles); March 7 (Sacramento); and March 11 (Fresno).

CHC Board and Staff Participate in Affordable Housing Press Conference with Governor Schwarzenegger

This morning CHC board and staff members Dianne Spaulding, Carol Galante, Lynn Jacobs and Jeff Loustau participated in a press conference organized by Governor Schwarzenegger to highlight the success of Proposition 1C and the importance of state housing programs to stimulate the California economy.  The event was held at a BRIDGE Housing Development in Palo Alto held up as an example of how Prop 1C funds are already being used to create much need housing and keep California's

HCD Infill Guidelines Second Round Draft Posted

HCD's second draft of the Infill Infrastructure Grant Program guidelines has now been posted to the web and is open for comments. Comments are due by Monday, February 4th.  Please utilize the Draft Guidelines Comment Form (12/24/07) posted on the website and email it to infill@hcd.ca.gov with the subject line “2nd Draft Guideline Comments.”

New Permanent Source Website from HCD

HCD has launched a new website to compliment its program to develop recommendations for the Administration on securing a permanent funding source for affordable housing.

The website includes information on the seven regional meetings HCD will hold throughout the State with key stakeholders in the business, education, environmental, local government, and housing communities during the first six months of the year.

HCD Releases TOD NOFA Application and Announces TOD and Infill Workshops

CHC Comments on Draft HCD Infill Infrastructure Guidelines

On December 26, 2007 the Department of Housing and Community Development released the long-awaited draft guidelines for the $850MM Infill Development Program.  The guidelines and supporting materials can be found at www.hcd.ca.gov/fa/iig/

CHC has submitted comments to HCD drafted through our Policy Leadership Taskforce.   CHC's comments and concerns are across five areas: Project Size, Affordability Criteria, Eligible Applicants, Eligible costs, and Prevailing wages.  Please see the attached letter for our detailed comments. 

Regulations Released for Prop1C Brownfield Cleanup Financing Program

The California Pollution Control Financing Authority (CPCFA) has proposed emergency regulations amending the California Recycle Underutilized Sites (CALReUse) Program, to implement provisions of the Housing and Emergency Shelter Trust Fund Act (Proposition 1C).  The draft regulations along with the statement of emergency are available for public comment here: http://www.treasurer.ca.gov/cpcfa/calreuse.asp.

Draft 2008 Tax Credit Allocation Committee QAP and Public Hearings Across the State

Attached for public are the California Tax Credit Allocation Committee (TCAC) staff’s proposed regulation changes for 2008. This summary memorandum highlights what TCAC staff proposes to present to the Committee for their adoption in January, 2008. CHC Comments on Proposed CALReUSE Brownfield Remediation Funding Regulations

CHC has submitted comments (attached) to the California Pollution Control Financing Authority concerning their ‘draft’ guidelines for the CALReUSE Brownfield Remediation expansion funded through Prop 1C; we spoke at the public hearing held in Sacramento on November 19 and raise the concern that as currently envisioned, the ‘draft’ guidelines are not consistent with the nascent Infil Development Set-Aside to be administered by HCD.
